This transformation of the bomb is effective in a limited war, allowing the military to attempt strikes against selected targets without conducting large-scale bombing under a nuclear threshold.

As N. K. Sumal, a former IAF officer, stated, “the modern battlefield demands the ability to strike hardened infrastructure, logistics nodes, radar stations, command centers, and different formations without collateral damage.” This is why India is developing such kit in order to achieve the precision targets in the battlefield. India has a large stockpile of dumb bombs, and instead of buying new precision weapons, India made this TARA kit.

The kit has navigation, guidance, and drop-and-forget modes. It also has a control system along with fins and wings. After the kit is attached to a conventional unguided bomb, the weapon can glide toward its target at a speed of more than 650 kilometers per hour with a range of 80 to 150 kilometers. The kit is able to carry a weight of 250 to 500 kg. It achieves a Circular Error Probable (CEP) of 3 meters. The TARA kit was developed by the Defense Research and Development Organization (DRDO) laboratories, specifically DRDO’s Research Centre Imarat (RCI) in Hyderabad, in partnership with the Indian defense industry, in which Adani Defense and Aerospace has played an important role.

Not only the Jaguar but also other IAF platforms such as the Mirage 2000 and Su-30 MKI are expected to integrate with the TARA kit. It increases the survivability of aircraft because it allows the aircraft to strike from outside the adversary’s defense envelope and reduces the risk to pilots. All these operational capabilities allow the TARA kit to turn a dumb bomb into a smart precision-guided weapon that can be used as an aerial weapon. Instead of buying new missiles or importing new smart bombs, TARA can cheaply transform the dumb bomb into a precision weapon.

This transformation has significant implications for strategic stability in South Asia. Compared with unguided bombs, precision-guided kits such as TARA kit expands India’s limited war options and augment their ‘superiority sense’ by enabling more accurate strikes on military targets, including conventional counterforce strikes. The counterforce targeting refers to attacks on an adversary’s military forces, particularly those that sustain its strategic capabilities, in order to weaken them. Accuracy does not guarantee that a conflict will remain limited, but it may give India more options, and more confidence for conducting limited military operations inside Pakistan.

A single strike that India considers limited may be perceived by Pakistan as a threat to its strategic posture which is to dominate escalation in order to avert and Indian aggression at any level. In this context, the 2019 Balakot crisis and Operation Sindoor in May 2025 shows how Indian cross-border strikes can trigger escalation. The Balakot strikes by India were followed by Pakistan’s Operation Swift Retort and an aerial engagement on 27 February 2019, which famously downed Indian fighter jet and captured its pilot, later returned as a goodwill gesture. A similar chain of events occurred during India’s Operation Sindoor, which resulted in downing of various Indian fighter including 3 to 4 Rafales. Operation Sindoor does not prove that India targeted Pakistan’s nuclear facilities, but it exhibits the ambiguity that arises when a state’s military facilities are attacked. Therefore adversary becomes blurred to tell whether an operation is limited or has higher level counterforce objectives. This uncertainty increases the risk of miscalculation and weakens crisis stability during crises.

For Pakistan, the main concern is not the accuracy of the TARA kit itself but the intent behind India’s use of force enabled by such weapons. In the nuclearized South Asian environment, these developments could intensify the security dilemma, encouraging military modernization and an action-reaction cycle that may lead to an arms race especially in times when both the countries do not have sound diplomatic relations.

As a result of such developments on the India side, Pakistan should strengthen its early warning systems and air defense capabilities to detect and respond to precision strikes. Pakistan could convert its own unguided bombs by developing an indigenous guidance kit, which would reduce military costs. Pakistan should also develop credible conventional and signaling options that deter India from assuming it can conduct limited operations without a response. Such measures would reduce the risk of escalation between the two states.

India and Pakistan should also expand their notification mechanisms. The 2005 Agreement on Pre-Notification of Ballistic Missile Tests could be extended to cover cruise missiles and to provide for clarification of incidents during crises, such as the ‘accidental; BrahMos launch of 2022 that landed in Pakistan. Finally, diplomatic engagement should address the misperception that limited conventional operations can be conducted below the nuclear threshold without wider consequences.

Author: Yumna Riaz, Research Intern, Center for International Strategic Studies, AJK.

India has tested a new kit, known as the Tactical Advance Range Augmentation (TARA) kit, which turns a dumb bomb into a precision-guided weapon.
